Border areas are sensitive and strategic parts of the country that are faced with a number of regional and spatial differences and imbalances with central regions due to some natural and economic potential disabilities, especially in parts of agriculture and industry, and consequently they are encountered with phenomena such as unemployment, increasing migration, smuggling and etc. One of the important measures of the government for improving the economy and border dwellers' livelihood resulting economic, social and political security in these areas is the establishment of border markets near the borders with neighboring countries that seems despite all the ups and downs, they have had positive effects in its surrounding areas. In this paper, according to an expanded role for the success of the arrangement of the markets in the economic, social, cultural and social make-up of its surrounding areas, the aim of this study was to evaluate the performance of joint border markets (Parviz Khan) using a comprehensive balanced Scorecard approach. The statistical population of this study includes employees, managers and experts of Kermanshah General Administration of Customs and Parviz Khan Border Market and a daily average of 1,700 visitors of this market including traders, cocoon artisans and buyers that given the high number of visitors, the sample size was determined as 347 people using simple random sampling method. In order to collect the data a researcher-made questionnaire was employed and for data analysis one sample t-test was used. The results suggest that three aspects of customer, financial, and internal process, respectively, have the highest balance, however, the aspects of learning and development have the lowest balanced level.
