Tourism is one of the important pillars of economic, social, and cultural development. Tourism development strategy in border areas is especially important in order to keep the population and security and promote social interaction. Despite abundant tourism attractions and tourist potentials, Sar Pol Zahab City, as a border city in Kermanshah province, is not appropriately developed. The present study aimed at explaining tourism powers in this city to obtain sustainable development in this area of the country in terms of economic, social, and cultural development. The methodology of the study is descriptive-analytic and survey research type. The data were collected through documentary and field studies, especially observation, interview and questionnaire. The data were analyzed using SWOT and QSPM models. The results specify that this city enjoys the significant ecotourism powers. After ecotourism powers, the cultural-historical tourism, which exists in the five districts of the city and its suburbs, is an appropriate ground for the development of cultural - historical tourism. In order to make a regional balance, it is recommended that comprehensive planning and management of tourism, development of tourism infrastructure such as resorts and service centers, information dissemination and educating internal and external groups in tourism and marketing in short, medium and long term urban planning should be taken into considerations.
