In the Third World countries, the existence of regional dichotomies has challenged their development path for many reasons. Unbalanced development inevitably leads to instability and sustainability of security. Therefore, the first step in regional development planning is to identify the status quo of the regions and analyze the various economic, physical, social, cultural, educational and health sectors. Ranking of the levels of the regions is one of the benefits of development. Therefore, the aim of this study is to measure the level of development indicators in the border provinces of the country in terms of sustainable security. The research method is descriptive-analytic. The research data included 90 different indices extracted from the Statistical Yearbook of Iran Statistics Center. Geographic Information System (GIS) and the VIKOR model, one of the multi-criteria decision-making methods, have been used to analyze the data. To determine the position of each border province, the VIKOR method showed that Mazandaran province, taking into account the lowest calculated VIKOR level of Qi: 0.195687, was ranked first and Mazandaran cities with the VIKOR level of Qi: 0.499897 was in the second rank and finally Khouzestan province was in the last rank with a VIKOR level of Qi: 0.75235, respectively. In the end, the border provinces were spectrally ranked in desirable, semi-desirable and undesirable levels. The results of this study indicate that, in the total, two border provinces, which are respectively the northern Khorasan and Mazandaran provinces, are in the first spectrum and desirable characteristics. Also, of 16 provinces studied, seven provinces including Khuzestan, East Azarbaijan, Kermanshah, West Azarbaijan, Hormozgan, Golestan and Gilan were placed in the semi-desirable spectrum. Finally, seven remaining provinces including the provinces of Sistan and Baluchestan, Bushehr, Kurdistan, South Khorasan, Ilam, Ardabil, and North Khorasan are placed in undesirable spectrum, which shows the bad status of these indicators in the province.
