The formation of new managerial methods (based on quality, speed, and collaborative conventions) has led organizations to move from current activities to developmental plans through new management approaches such as outsourcing. The purpose of this study is to prioritize skill-based courses of border guarding field for outsourcing. This study is of a mixed research type and its statistical population includes all experts and managers of Police University and I.R.I Police organization, who have experience in the field of border guarding and are familiar with education and the subject of outsourcing. The statistical samples of this research, in two qualitative and quantitative stages, were 13 and 20 individuals, respectively, and they were selected through purposive and snowball sampling method. The data collection method in the qualitative section, in addition to reviewing the documents and theoretical literature, etc. included deep interviews and the distribution of a researcher-made questionnaire for identifying outsourcing criteria. The analytical method employed in this research included the Fuzzy Delphi method, the Shannon entropy method, and the Topsis method. The findings of this study resulted in the finalization of 17 criteria among the 50 key criteria for deciding on the outsourcing of the skills required for border guarding field. These criteria were employed in designing a Paired Topsis Questionnaire to prioritize the skill-based courses of border guarding field. The results showed that the three key skills of the border guarding field that are prioritized for outsourcing are "the use of border control equipment", "the use of semi-heavy weapons" and "skills in border patrol", and the final priority for outsourcing was "individual battle and group tactics".
